I think the bug is in the "view estimated hours" right having far-reaching consequences. I experienced the same problem on v1.1.2, and worked around it by granting that right to all users - otherwise any bug filed by an administrator has all its comments hidden from non-administrators.

I suspect that the check for "does the current user have the right to view estimated hours?" is being applied too early in the comment display code, so is applying to an entire comment rather than only relevant parts of it.

Without a shred of irony: I'm guessing you're an admin, since I can't see my own comments on this bug ;)
