Scrum plugin breaks redmine notification emails
Description
With Scrum plugin installed Redmine no longer sends notification emails on ANY issue unless there is a comment applied. Actions such as just changing Status, Priority, Assignee, etc no longer send email notifications unless a comment is made in the Notes field.
As soon as the plugin was installed it stops working, removing the plugin resolves the problem. Even tested this on a clean install with the same issue.
Using Bitnami release of Redmine v3.0.3 with Scrum plugin 0.11.0

Confirmed, it should be fixed in next bug fixing release.

Not only email notifications are broken but also fields changes history (ie this issue changes are lost).
