Here steps to reproduce:
- create a PBI
- create one task linked to PBI
- create second task linked to PBI
- edit second task setting blocked flag and add a relationship "Blocked by" to first task
- move first task to resolve status
expectation: when first task has resolved status (as per plug-in configuration for closure value) second task has to change blocked flag to false
actual result: blocked flag remain to true.

Sorry but you missunderstood this feature.
Blocked feature is just a way of signaling a task/PBI visually in the panel, it's not related at all with issues relations.
