The text and the functions were reversed on 18.2. The button at the top said (correctly) that it added PBIs at the bottom. And the button at the bottom said (also correctly) that it added PBIs at the top. I expect that you just switched the button/action between the top and bottom buttons.
This fix necessitates another fix: the dependency check is backwards. When PBI B follows PBI A, then PBI A should be higher priority. The dependency check flags this and doesn't allow PBI A to be higher position than PBI B.
I think this will make everything consistent with more urgent PBI having lower Position numbers and enforcing dependency checks such that PBIs that precede other PBIs appear at a lower Position number, and higher on the Product Backlog screen.
