As a User, I am able to move a task from In Progress to Review even when the 'Blocked' custom field says 'Yes'.
Description
Hi,
I am using redmine since an year. Recently few months back I downloaded this plugin 'Scrum'.
When I was using this plugin, the task status was marked as In Progress when the 'Blocked' custom field
value was set to 'Yes' which shouldn't be the case.
In such a case a user should not be able to make any changes in Redmine until the user sets the 'Blocked' value to
'No'.

Scrum v0.19.0) - Status changed from New to Rejected
Blocked field purpose is jutst an easy way to find impediments in the Sprint or things bo be solved during PB refinement... it's not related with issues workflow.
I'm startind to feel sad rejecting your issues, please continue creating issues & thanks for your ideas in any case...
