As a User, I should be able to get a default Product Backlog created when 'Scrum' module is enabled.

Hi,

I am using redmine 3.4.4 and have been using redmine since past 1 year 10 months as tool moderator. Also using 'Scrum 0.18.0.

My findings are as follows:

1. When a new Project is created, currently, we have to create a new Product backlog each time when a new User Story needs to be logged. Since Rails employs 'Dont Repeat Yourself' principle, it would definitely reduce the process effort of creation of new Product backlog.

2. If this plugin creates 1 Product Backlog by itself and further creation of Product Backlogs are restricted then it would definitely add value to Agile Practice of having one Product Backlog and it also reduces the chances of errors such as 'Error 500: Internal Server error'

Having multiple Product Backlogs is definitely not considered to be a best practice, I presumed.

Plugin follows other project entities workflow, i.e. target versions, categories... they're not auto created when the project is created or module activated.
